Opportunity: To convert a vacant historic building in the heart of downtown Philadelphia -- designed and built for office use in 1925 -- into a luxury urban residential/mixed use complex.

Response: Keating conducted an extensive feasibility analysis to determine the property's best use, purchased the building and began development. Keating’s role spanned all phases of development, including financing, zoning approvals, land development approvals, off site street improvements, design and construction.
Participation with the National Park Service and State Historic Preservation Organization was required to obtain proposal certification, design concept approval and to qualify for Rehabilitation Federal Tax Credits. Coordination with multiple city, state and federal entities was necessary before the project could advance. Keating worked closely with the Philadelphia Historic Commission for approval on design issues (to avoid compromising the integrity of original architectural detail). Keating Environmental Management oversaw extensive environmental abatement to comply with state and federal requirements.

Results: Keating has revitalized the stately Georgian Revival office tower into a modern residential/mixed use complex with 267 luxury apartments, 60,000 sq. ft. of office space and ground-level retail and restaurant. The Phoenix is a remarkable addition to Philadelphia's short list of luxury rental properties.
