Client's Need: The Civic Square Redevelopment Authority sought a developer to facilitate a redevelopment initiative that would link New Brunswick's growing business district with its government, educational and cultural communities.

Keating's Role: Keating joined Devco, the City of New Brunswick’s redevelopment entity, to form a public/private partnership to develop the Civic Square properties. Keating Development Company took a proactive role in identifying and programming the respective space needs of the City and County and secured construction and permanent financing through a tax-free bond issue obtained by the strength of the County’s 20-year master lease on the buildings. The Keating team worked closely with prospective tenants to gain a thorough understanding of the project requirements and coordinated the design process. The New Jersey State Historic Preservation office was consulted to assure the building designs were compatible with the texture of the surrounding architecture.

Results: Keating has successfully developed a vital city center, created properties that meet the divergent needs of the tenants and provided flexibility for future growth. The first phase of the development, Civic Square I, brought Rutgers University to the downtown with the Bloustein School of Planning and Public Policy and the Mason Gross School. Civic Square II added two new public buildings, the Public Safety Building and the United States Postal Service. Phase III marked the implementation of a major civic presence with Civic Square III, a stand-alone 96,000 sq. ft. Family Court facility. The Civic Square Redevelopment Authority has selected Keating to develop the next phase, the Heldridge Center -- a hotel, conference center and retail complex. The Civic Square Government District in New Brunswick was awarded the "Excellence in Downtown-- 2001 Award."
