The 24,000 sq ft Western Victorian themed casino floor includes a bakery where patrons can watch the preparation and partake of the fresh donuts and bagels made daily, and retail shops where novelty gifts and souvenirs can be purchased. Access to the 2,500 sq ft second level is provided via twin escalators to/from the adjacent Caesars casino facility and an elevator from the new casino floor. A new emergency egress stair tower servicing the Caesars main ballroom area was required to be completed and placed into service prior to demolition of the existing Warner Theater, which lay within the expansion footprint. The 15,000 sq ft Third Level provides an expanded meeting room facilities for Caesars and houses the mechanical room containing the air handling units servicing the new casino expansion.

The expansion project required that an existing historic theater be demolished, while preserving its boardwalk facade and incorporating the same into the newly constructed themed exterior facades. Due to its proximity to the ocean, the foundation design included timber piles, pile caps and grade beams throughout. Buried remnants of pre-existing structures which included an unanticipated 10 ft. high by 4 ft. thick section of sea wall had to be extricated to allow pilings to be driven. Construction commenced on January 6, 2000 and lasted eight months.
