Keating was selected by the Philadelphia Shipyard Development Corporation to provide Construction Management oversight services for the development of the former Philadelphia Naval Shipyard into a state-of-the-art, world-class commercial shipbuilding facility.
Keating’s primary role was to assure Kvaerner’s financial, design and construction responsibilities were discharged efficiently and economically from start to completion. This included performing complete reviews of all architectural and engineering plans, attending preconstruction and construction meetings, monitoring the project schedule for critical path compliance, inspecting construction activities for adherence to the contract documents, examining and testing materials and workmanship, evaluating and monitoring jobsite safety, reviewing Requests for Payment, maintaining and tracking the project budget, reviewing documentation and reporting issued by Kvaerner, developing monthly reporting to the State, participation in the management of the Built-Rite Program and advising the State on a daily basis. Specific attention was paid to protecting the Commonwealth’s interests in the area of employment opportunities, subcontracting opportunities to American firms and assuring compliance with EEO/Affirmative Action requirements.
