The Philadelphia Regional Financial Center (PRFC) serves as a regional check-processing facility for the U.S. Department of Treasury. The primary objective in developing and designing the facility was to create a functional, secure and attractive building that would maximize efficiency of operations while providing for the comfort of its employees. Keating assisted in the preparation of a design and building program which incorporated the required adjacencies, security and efficiency into a new building constructed with preferred materials.

The building’s exterior is composed of light-colored architectural precast concrete panels. The overall massiveness of this single-story structure was brought into human scale by stepping the building face back and the roof down as the building line approaches the main entrance. Raised flooring of varying heights is installed in the Computer Room, Troy Printing Room and office areas. In high impact areas, such as the Warehouse and Storage Areas, lightweight painted masonry units were selected; while the exterior walls of offices, conference rooms and other support areas have painted drywall. The automated check-wrapping area contains special acoustic and security treatments. Building specialties include a complete site and building security system including security desk with monitors and alarms; required special vault doors; special security construction consisting of a secondary concrete vault ceiling, special wall treatments, and special window treatments.

The PRFC houses complex electronic operations, central computer facilities, administrative areas, warehouse and loading facilities, vault spaces and check wrapping, sorting and storage areas. The PRFC is one of the largest government production-oriented check processing facilities.
