Keating Building Corporation was selected by the State of New Jersey to provide construction management services for the $23 million construction of an Emergency Operations Center totaling 54,000 sq ft.

The building has two levels; the lower level houses the Emergency Operations Center (EOC) functions and common areas and the upper level houses the Emergency Management Section (EMS) areas. The building operates 24 hours a day and 7 days a week. The focal point of the building is a double height, auditorium style Support Room that accommodates 150 people for activation and training uses. Other EOC functions surround the Support Room on the lower level, and EMS functions surround it on the upper level. An Executive Room will house 15-20 Governor’s Office staff and has a view into the Support Room. Space for FEMA, nuclear power, and public utility company representatives to be on site during emergencies is also included. The facility accommodates the potential need to be activated for up to seven days with bunk and shower facilities, pre-packaged meal cafeteria and back-up water, power and communications provisions.

The buildings technology requirements included an Uninterruptible Power Source (UPS), separate electrical service power feeds, special grounding techniques, category 6 and fiber optic communication and data feeds, and a radio antenna communication tower. A media room is provided for press conferences, and the building will have “plug-ins” to allow media equipment to remain outside the building.
