Situated on the original building footprint within the city limits of Scranton, Pennsylvania, the new $28 million Lackawanna County Prison is designed to house 1,200 inmates in 424 maximum-security cells in four Cell Towers, a significant increase in capacity over the original 1890’s prison facilities which housed 250 inmates in only 128 cells. The 180,000 sq ft complex consists of structural steel framing, precast concrete, and masonry-back block with veneer exterior.

Through an extensive renovations program to the existing Administration Building, offices were provided for prison administrators and support staff. Prior to its recent upgrade, this building consisted of holding cells, visiting rooms, offices and intake processing on the First Floor, and housed female inmates on the Second Floor. The building’s original stone exterior and perimeter walls were restored to maintain its historical significance.

The logistics of construction activities within 6 feet of the existing prison stone perimeter walls, required earth support systems to be designed and installed for the protection of footing excavation activities. Footing depths for new construction were set at elevations below the remaining portion of the existing prison and required the use of underpinning. With construction activities proceeding on each side of the existing prison, the work proceeded without interruption to prison operations and without incident.
