Keating provided Construction Management Services for Phase I construction involving a new 2,000-bed maximum security prison and Phase II, as well as the new L-2 Minimum Security Prison at the Greene County site.

The Commonwealth of Pennsylvania considered this $98 Million maximum security prison with its 1,000-cells and 563,000 sq ft, to be a prototypical project; its “showboat” of correctional facilities. The primary mission for this 25-building complex was to house and program maximum security (Custody Level 5) inmates, including capital sentenced inmates and special management inmates. A secondary mission was to house and program close security (Custody Level 4) inmates with relatively long sentences. Academic and vocational education was considered in the design as a primary activity within the facility.

As the Commonwealth’s representative, Keating assisted the project team in review of the design submitted by the developer/lessor with respect to continuity of design criteria, constructability, sequencing of construction and schedule as proposed by the developer/lessor. During Phase II the L-2 Minimum Security Prison was constructed to house 150-200 inmates. The L-2 facility is equipped with state-of-the-art building management systems, security electronics system and electrical management systems. All utilities are located underground, including centralized heating and cooling water piping.
